This move tells me that the 49ers want to surround their core passing targets, Mike Evans and George Kittle, with as much speed as possible.

49ers adding speed around Kittle as core passing target.

Kittle is identified as one of the 49ers' core passing targets; the team signed former Rams wide receiver Jaylen Smith to the practice squad, with the source noting 'the plan probably isn't to play Smith, but they've only worked out or signed guys who can run or have return experience at wide receiver,' suggesting the 49ers want to surround Kittle with speed.
