Positive signalUsage

Add Malik Washington for his consistent target floor and usage.

Malik Washington is a priority add (5-8% FAB) due to his consistent usage and floor. He has recorded 15 targets over the past two weeks and is preferred over Chris Bell because he is more likely to maintain a weekly floor through designed targets and backfield usage.
