The situation may not be ideal, but that has not stopped Harold Fannin from being able to rival the top 10 at the position in half-PPR. It is worth noting his targets have steadily declined the past few weeks, handicapping his ceiling.

Fannin's declining targets limit ceiling despite top-10 half-PPR ranking.

Despite a non-ideal situation, Fannin has rivaled the top 10 at tight end in half-PPR; however, his targets have steadily declined over the past few weeks, which handicaps his ceiling going forward.
