Herbert is a must-start in an offense prioritizing young talent.

Justin Herbert is an optimal start against Arizona; Jalen Hurts is high on the offense's shift toward younger players like Quentin Johnston, Trey Harris, and Ladd McConkey following the departure of Keenan Allen.
