Hard pass as trade target regardless of rehab status

Recommended as a hard pass as a trade target to replace McLaurin, regardless of rehab status. The Commanders should not pursue Hill or other high-cost acquisitions; the team lacks the draft capital to trade and should instead promote from the practice squad or deploy existing roster talent.
