From the article

Higbee is the TE to roster in this offense. He ran 73% of routes, though that resulted in just 2 targets. No other Rams TE was on the field nearly as much. With the Commanders the team allowing the second-most fantasy points to TEs at 17.5, I'll still take the TE getting the most playing time.

Higbee's 73% route share and elite TE matchup (17.5 FPG) justify streaming.

Higbee is the primary tight end in the Rams offense, running 73% of routes compared to no other Rams TE seeing nearly as much playing time. Against the Commanders, who allow the second-most fantasy points to TEs at 17.5 FPG, Higbee's route participation makes him the preferred streaming target despite posting just 2 targets in his last game.
