Bernard is the Steelers' best receiver but is being underutilized by Rodgers.

Bernard has started three games and cemented himself as arguably the best weapon the Steelers have at receiver. In his first start with heavy volume, he turned 12 targets into 11 receptions for 87 yards and the game-winning score. However, in the following two games he only drew five targets per game despite Rodgers frequently passing up an open Bernard, especially against Cleveland where Bernard had an absurd 0.8-yard average depth of target but still turned limited opportunities into eight receptions for 57 yards across both games.
