Even though the Broncos could've let Dobbins walk in free agency, they chose to re-sign him. That's not at all a bullish indicator for Harvey, nor is the fact that the Broncos (despite not obviously needing another RB) decided to select Jonah Coleman this offseason as the No. 4 RB in the draft. With all that together, Harvey has way more downside and not as much ceiling.
