Chuba Hubbard is not exciting this season. He's a guy that has carried the workload, and I think he was hurt very early last year... they extended him. They made him a team captain. So they obviously like him. So I feel like they're going to give him every opportunity first. But as Tony Romo taught us a long time ago, the NFL is a meritocracy.

Hubbard gets first opportunity as captain, but Brooks could win the job if he performs.
The source notes that Chuba Hubbard carried the workload last season and was hurt early, with the Panthers extending him and making him a team captain in the offseason, suggesting they'll give him every opportunity first; however, the NFL is a meritocracy and if Brooks can't make it work, it doesn't matter how popular Hubbard is—the cream will rise to the top, and that might be Brooks.
