Watson has the most upside of Packers receivers but is boom-or-bust: in 11 games last year, he was WR1 four times, WR4-or-worse four times, WR3 once, and WR2 zero times. He didn't cross over with Tucker Kraft for a full game of snaps (Kraft got hurt the game Watson was returning), so they never played together fully. The source is letting Watson be "somebody else's issue" and not drafting him.
