Elite arm talent; Luck-Herbert comp; 50-start threshold within 15-20 games

Bob Harris endorses Fernando Mendoza, the Indiana quarterback soon-to-be Las Vegas Raider, as elite, identifying him as one of two QBs in the past 7 years he believed could start right away and survive a tough situation. With 35 college starts, Mendoza is essentially one season of NFL starts away from reaching the 50 total starts (college + pro) that the Drew Brees framework suggests is necessary for a QB to truly excel at high-level football; Harris projects Mendoza will likely shine within his first 15–20 NFL games. Mendoza possesses elite arm talent, mobility, power running ability, speed and acceleration, strong accuracy, proficiency on the move and off-script, and versatility across play-action, shotgun, and spread offenses. His comp is in the range between Andrew Luck and Justin Herbert—he moves more like Luck with less fluidity than Herbert but is a stronger passer in the Luck mold, with some of Herbert's best moments without Herbert's frequent mistakes. Mendoza does not need a year to sit but will benefit from getting one; Harris anticipates he will sit at least one-half to three-quarters of the season as long as Kirk Cousins remains healthy, providing ideal protected runway for quarterback development. Cousins has very strong knowledge of the San Francisco/Kubiak-style offense the Raiders will run and will be a good journeyman teacher for Mendoza, who is smart enough to extract the best from Cousins' instruction.
