From the article
Nabers tore his ACL on September 28th, but wasn't able to have surgery until a month later on October 28th. Concerns were raised again in the off-season when it was reported that he had a second "clean-up" procedure... he not only avoided the PUP list to start training camp, but started taking part in individual drills on the first day. He was a regular participant in individual drills for the first two weeks of camp, with those in attendance consistently reporting that he looked good doing so. Nabers graduated to taking part in team drills — albeit in a red "no contact" jersey — this past week.

Nabers cleared PUP, progressed through drills, and shows encouraging recovery trajectory.
Nabers tore his ACL and meniscus on September 28th, underwent surgery October 28th, then had a second clean-up procedure in the off-season. Despite concerns about availability, he avoided the PUP list at training camp, participated in individual drills from day one, and progressed to team drills in a red no-contact jersey by week two. Consistent reports indicated he looked good throughout; his intensity ramped up and his body responded well. Head coach John Harbaugh indicated Nabers will be removed from the red jersey before playing in a game and will need to be "bumped around and hit and fronted up" to prepare for contact.
