With Mike McCarthy giving Mason Rudolph the night off and Howard's poor performance combined with Drew Allar's play through two games and the Steelers' draft capital invested in Allar, Howard is first in line to be released if Pittsburgh opts to cut a quarterback. It's rare for teams to keep four quarterbacks on the 53-man roster, and McCarthy has never done so.
