Nailor was not rested by the Raiders in preseason Week 2, unlike Tre Tucker. Since entering the league, Nailor ranks 130th in targets per route run and 93rd in yards per route run. Tucker isn't much better, but his numbers have risen throughout his career while Nailor's have declined. By the looks of it, the Raiders have checked the spreadsheets and are not all that interested in giving Nailor a starting role.
