As a bona fide starter? I don't think I'd go that far. Willis' floor will always be higher than the average streaming starter because of his rushing output -- whether it be from scrambling or designed runs. In his lone appearance of the preseason, he looked decisive throwing the ball as well, but he's more of a spot starter than a weekly contributor.
