Allar's inconsistent preseason shows he needs development in McCarthy's system.

The Penn State product's performance was not great. After completing three of four passes on the first drive of the second half to set up Heidenreich's touchdown, the misses piled up. He finished nine of 18 for 88 yards, averaging 4.9 yards per attempt—barely more than Will Howard's 4.6—and didn't come close to getting the job done on the final drive with the Steelers trailing by a point, missing on three of his four attempts to turn the ball over on downs. While his three-touchdown performance in the opener was exciting, he's shown in the last couple of games that he still needs to develop within McCarthy's system. The one big positive is the lack of turnovers compared to Howard.
