Cowboys valued Sam Howell's readiness and starting experience (17 games for Washington in 2023) over Milton's upside, viewing him as a developmental project with only four career regular-season appearances. Milton was the backup choice if Dak Prescott misses time, but Cowboys preferred Howell's proven experience.
