I don't think Darren Waller would have been available as late as he was in the off-season if any team could reasonably expect him to be more than a complimentary passing target. I do think his addition reveals that the Panthers want to use more 13 personnel (3 TEs) and I also think he'll be a decent move the chains option for Bryce Young.

NeutralRole

Waller role limited to complementary target and red zone; temper expectations.

The source expects Waller to function as a complimentary passing target and red zone option rather than a lead receiver; his signing signals the Panthers' intent to use more 13 personnel (three tight ends) and he will serve as a move-the-chains option for Young, but expectations should be tempered as he may not be the leading receiver in the offense.
