He's playing well and the Browns are better than anyone expected, but a 21% TPRR is low compared to preseason expectations. That's mostly because Concepcion is getting a lot of the quick/schemed targets that might otherwise provide Fannin with easy PPR points. Keep that in mind if Concepcion eventually gets banged up.
