Stroud has declined each season in QB Tiers. Thirty-seven voters placed Stroud in Tier 3, nearly triple his total over the previous two seasons combined (13). A defensive coordinator said "Prior to last year, I would have thought he's going to be on the fringe of being in that upper echelon right now.
