guys like Josh Downs and Tyler Warren can still be fantasy starters, unless this is a top-half offense, they won't have much upside

Warren remains a starter but lacks upside unless Colts improve significantly.

Warren can still be a fantasy starter on the Colts, but the team has regressed from rank 3 to 17 (-14 spots) due to Daniel Jones' poor play coming back from an Achilles tear and Alec Pierce's limited availability. Unless the Colts become a top-half offense, Warren won't have much upside in his range of outcomes and can bottom out.
