Irving did score a one-yard TD in this game, and he also converted a 3rd-and-1, so it's not like the team is totally averse to giving him goal-line work. We can probably view it as an evolving situation.

Irving getting goal-line work despite Tucker's short-yardage role

Sean Tucker got short-yardage work for a second straight week, but Irving also scored a one-yard TD and converted a 3rd-and-1, suggesting the Buccaneers are not totally averse to giving him goal-line work. The source notes it might make sense to use the best guy (Irving) on highest-leverage plays even if he doesn't fit the short-yardage runner profile, viewing it as an evolving situation.
