With Debo, I would like to be a lot higher on him, but the target volume hasn't been there. You have Mike Evans fully healthy and it's a tough match up against the Seattle Seahawks

Target volume drought limits upside despite analyst interest

Target volume hasn't materialized despite Justin Jefferson. He wanting to rank him higher; Mike Evans is fully healthy, which is eating into Samuel's opportunities; tough matchup against Seattle Seahawks compounds the concern. Volume constraints limit upside.
