I still view Jefferson and Flowers in a separate tier. But if you were to ask a hundred people, the vast majority of them would tell you want Z Flowers as well as Quinn Sean Judkins over Justin Jefferson. ... you would get to start Puka, JSN, Z Flowers, Drake, London every single week.

Tier above Jefferson; elite starter in double-flex formats.
Flowers is ranked in a separate tier above Justin Jefferson; while the source personally views Jefferson and Flowers in a separate tier, the vast majority of people would prefer Flowers and Quentin Johnston over Jefferson in a 10-team start-aid format. Flowers is part of an elite wide receiver room in a double-flex format where he can be started every week alongside Puka, JSN, Drake, and London.
