we saw Brandon Cooks operate as the San Francisco 49ers exceiver... I think that he is a break glass in case of emergency kind of flex play.

Emergency flex play in a high-quality offense

Brandin Cooks is a 'break glass in case of emergency' flex play following Mike Evans' Achilles injury. While he only earned one target on 16 routes in his first game as the 49ers' X-receiver, he is expected to see consistent route volume in a high-quality offense led by Kyle Shanahan and Brock Purdy.
