From the episode

In PPR leagues, 12-team PPR leagues, start 3-odd receivers. I don't see how he could be on benches anymore when it comes time to set your starting lineup. I think he has to be in starting lineups in PPR.

STACKED’s take

Positive signalProjection

KC Concepcion is a must-start in PPR leagues; PPR machine projection.

The source projects KC Concepcion as a must-start in PPR leagues with 12-team formats and 3+ receiver starts, stating he should not be on benches anymore. In half-PPR, he drops slightly due to limited touchdown equity in the Browns offense, but the source expects him to be a PPR machine down the stretch.
