Judkins' role is changing for the worse with Dylan Sampson back in the mix. His expected half PPR points have dropped from 13.8 to 11.4 since his return and all of that has come from the receiving game, where his targets' split is 4.0 to 1.5. If the Browns start trailing, Judkins is now at risk of a total dud. He's been the RB22 and RB26 in usage over the last two outings and has been fairly inefficient throughout the year, making him a FLEX rather than a fantasy RB2.
