Kirk Cousins will open training camp as the Raiders' starting quarterback ahead of No. 1 overall pick Fernando Mendoza. Raiders HC Klint Kubiak stated "Kirk Cousins is the starting quarterback. He's the guy, and he's gonna get a ton of reps. And he deserves it because he's played really good football." Cousins received most first-team reps during spring workouts (OTAs and mandatory minicamp) and was signed in free agency to serve as the Week 1 starter while Mendoza learns from the sideline.
