Flowers has never finished as a top-24 WR in PPG despite flashing ceiling, primarily due to usage constraints: never more than 7 end zone targets in any season. Baltimore averaged the second-fewest pass attempts last decade (24.8 in 2024), but the six teams averaging fewer than 27 attempts over the past 10 years collectively increased pass attempts by 6.1 the following year. New play caller Declan Doyle, from Ben Johnson's coaching tree, is expected to deploy a different route tree that gets Flowers inside the red zone. Lamar Jackson also just posted a seven-year low in PPG, suggesting regression is unlikely. JJ Zachariason believes Flowers finally has a ceiling bounce-back opportunity.
