Kyler Murray to me clearly in this tier. Every year of Kyler Murray's career, he's been a top-12 quarterback until last year. He was a horrible fit for the Drew Petzing system... Kevin O'Connell is an absolute quarterback whisperer... I could see a potential leap from Kyler Murray. I don't think it is particularly likely. He ran quite a bit at Incarnate Word and at Washington State. They did not use him as a rusher last year in Tennessee.
