From the article

I think they want Downs on the field in 2-WR sets, so I only brought Downs down slightly. Routes down 2%, Targets down 1%, Receiving TDs down 1%. Downs drops a few spots in the ranks; he is a low-end WR3 with WR2 upside.

Downs holds WR3 floor with WR2 upside despite Allen signing; minimal projection cuts.

Despite Keenan Allen's signing, Dwain McFarland only slightly reduced Downs' projections because Allen's playing time is concentrated in 11-personnel, allowing Downs to remain featured in 2-WR sets. McFarland reduced routes by 2%, targets by 1%, and receiving TDs by 1%, but maintains Downs as a low-end WR3 with WR2 upside.
