If this is a true competition, and the team hasn't already decided to keep Rudolph, then I don't see how his inactive status could be considered an endorsement. In fact, if this was truly a competition, I would interpret this as the Steelers having seven years of knowledge and tape on Rudolph while only having one preseason game on Howard.
