Alvin Kamara is going to miss the start of the season with a knee injury at the age of 31. Nobody behind Etienne on the depth chart should challenge him. So the idea of him getting 20+ touches week-to-week is very plausible. Again, he was the RB10 last season and is being taken off the board as the RB18 in Yahoo ADP.
