Willis moved from Green Bay to Miami as the uncontested starter, but the Dolphins' weak offense outside of RB De'Von Achane limits his passing upside; however, his rushing ability can provide fantasy value similar to how Tim Tebow had fantasy relevance despite limited passing ability.
