It would make most sense if Chuba Hubbard begins in base downs as the incumbent starter, especially with Brooks' practice designations. While it's possible Brooks wins the starting job long term, unless a pre-game report suggests otherwise, Hubbard is the starter for now. The Panthers project for 21.75 points (20th) as dogs to the Bears.
