From the episode

There is absolutely an obsession between Sean Payton and RJ Harvey from the 22 yard line. ... I think that he's still too inconsistent as a rusher to give him like a high volume of carries. Um, but he's very explosive.

Harvey will have a valuable role as an explosive pass-catching back.

RJ Harvey is expected to have a significant role in the Broncos' offense, particularly as a pass-catcher. Sean Payton shows a clear preference for using Harvey on designed touches and wheel routes, especially near the red zone. While he may be too inconsistent as a pure rusher to handle high volume, his explosive playmaking ability makes him a valuable fantasy asset at his current price.
