Jacobs unavailable on exempt list; Packers lack suitable RB replacement.

The Packers' starting running back is on the commissioner's exempt list following an offseason arrest, leaving the team without a suitable replacement. This personnel loss contributes to the team's historically poor rushing output through three games—just 146 yards, nearly 100 fewer than the next closest team.
