Ranked WR31 in Week 4 vs. Denver. An 80-yard TD off a hook-and-ladder saved the day despite earning zero targets across 60 minutes. Samuel is being used as a true gadget in the 49ers offense with a five-yard average depth of route—easily the lowest in the league among 118 receivers with at least 25 routes. However, the Brock Purdy-led offense is so efficient that minimal opportunities could continue to produce borderline WR2 numbers. Will move up to the top of this tier if Mike Evans (rib) doesn't suit up.

Samuel got a team-high five slot snaps in 11 personnel, plus eight perimeter snaps and two in the backfield from that grouping. In the first four drives, he landed between 37% and 63% snap share in two-wide sets and between 67% and 78% in three-wide sets, part of a true four-man rotation with Evans and Stribling ahead early. Samuel was much more involved than Stribling from a touch/target perspective even early on. The source marks his stock up (maybe) as a beneficiary of Stribling's ankle injury.

Samuel is worth a late-round exception as a WR3/flex starter for September. Drafted around WR50, he averaged 13.8 PPR points through November last year (WR16 ranking) on the Commanders, though his route volume fell 25 percent in December/January. Now back on the 49ers, he's on track for a starting role with best-shape-of-his-life hype from Trent Williams. Rookie De'Zhaun Stribling is likely to start in the slot role similar to pre-breakout Jauan Jennings. Samuel and Mike Evans should get most snaps in two-wide formations, and if TE George Kittle (Achilles) is absent or limited, the cumulative WR target share could be higher than usual; Samuel's unique skillset means Kittle or RB Christian McCaffrey injuries might matter more than Evans or Stribling injuries.
