Start Josh Downs over DK Metcalf if Keenan Allen is out

The source ranks Josh Downs ahead of DK Metcalf for this week, noting that both players have been consistent in target volume but inconsistent in fantasy production. The preference for Downs over Metcalf is contingent on Keenan Allen's status; if Allen is out, Downs is the preferred start.
