Hurts limited by Eagles' static passing game; dead last play action, minimal motion.

Jalen Hurts is operating in an Eagles passing game that has remained structurally unchanged despite offseason talk of change. The team ranks dead last in play action rate (down from 24.3% to 9.3%), is 26th in under center rate, and 30th in motion rate through three weeks. This static offensive design limits quarterback upside and receiver opportunities.
