Cousins was held out of practice on Aug. 9 following a team rules violation stemming from a scuffle with pass rusher Maxx Crosby on Aug. 8. Raiders coach Klint Kubiak confirmed the disciplinary decision and stated both players would return to practice on Aug. 10. Cousins' absence allowed No. 1 overall pick Fernando Mendoza to operate as the Raiders' first-string quarterback for the first time during training camp.
