Downs spent most of his career as a three-receiver-set player, but last season Indianapolis ran 383 snaps with multiple tight ends and Downs played only 26 snaps in those heavier formations—a route-volume problem, not a talent issue. With Pittman gone and Steichen exploring using Downs outside, he has a real path to staying on the field in two-receiver sets for the first time. Reception Perception charted Downs in the 82nd percentile against man coverage, 76th percentile against zone, and 96th percentile against press. He led Colts receivers and tight ends with a 24% target rate per route last season and finished as PFF's 20th-highest graded wide receiver.
