From the video

if RJ Harvey can catch 60 plus balls, he'll be like RB 25 points per game. But if you can put it together as a rusher as well, all of a sudden he has the makings of a massive upside swing that isn't really afforded to you in the current running back landscape. RJ Harvey is probably the cheapest one that offers that year to upside at running back.
STACKED’s take
Positive signalProjection
RJ Harvey has a floor as a receiver where catching 60+ balls could make him RB25 in PPG, with massive upside if he improves as a rusher, making him the cheapest year-2 upside RB on the board.
