Absolutely nothing wrong with Collins as a pick—the move outside the top five is purely a function of draft capital constraints (players with top-12 picks won't be able to reach him as often). Even after Jaden Higgins' season-ending injury, Collins offers exceptional value in late second rounds; the source loves him at that price point and notes he's difficult to acquire at top-five rates since he requires roughly 25% draft availability to justify that ranking.
