Despite the addition of Keenan Allen, the Colts are utilizing Downs in two-receiver sets and outside alignments, expanding his usage beyond the slot. With Alec Pierce dealing with ankle issues and Pittman's 111 targets vacated, Downs is a reliable target at his current WR40-45 ADP.
