The big difference is is just that the the efficiency despite the volume in the fantasy production really took a nose dive last year. Not super surprising with a limited player... they weren't just giving him those free 8-yard drag routes off the line whenever he wanted. They didn't feel threatened deep by anyone in the offense at all. So they could just sit on Rice's production.
