Ranked QB11; strong play in potential shootout against Jaguars

Ian Hartitz ranks C.J. Stroud as QB11, viewing him as a strong play in a potential shootout against the Jaguars, whose pass defense is considered potentially fraudulent. Stroud benefits from a passing-heavy game plan, especially with David Montgomery absent, and faces a defense that has historically been pulverized by Nico Collins.
